Higher education is developing comparatively fast. In 2006, there are 1.3338 million students in different kinds of schools, an increase of 3.2% compared with the previous year. There are 56 schools of higher education and the recruit students are 179 thousand, an increase of 3.9%; there are 549.3 thousand students at school, an increase of 12.8%.

The abilities in scientific and technological innovations have been strengthened. By the end of the year, there are 843 hi-tech enterprises and 218 of them are newly established in the year. 867 science and research programs are carried out, an increase of 126. In 2006, after the National Information and Communication Innovation Garden is set up in our city, Jinan is formally approved as a Base City for External Contract of Service and an Innovation Base of Software Export in China.

Hi-tech development zones keep on developing fast. According to the statistics of the Science and Technology Ministry, in 2006, the total income in technology, industry and trade of the hi-tech zone is 75 billion yuan, an increase of 16.1%. 401 programs are newly introduced and the total investment is 15.49 billion yuan, an increase of 6.1%.
